In 2026, Bay Area Legal Services completed a Legal Needs Assessment, gathering input from community residents, partner organizations, and funders to identify the most urgent legal and social needs in our region and guide how we expand and strengthen our services.
Applications for legal services increased across all of our major advocacy areas. We also found that:
Over 4 in 10 Tampa Bay residents are living in financial insecurity.
Each of these legal issue areas has seen increased need over the past five years.
40% of the clients we assist are older adults.
An average of 7% of residents in our service area are veterans.
Findings & Focus Opportunities
- Economic insecurity is an acute stressor in client communities. Bankruptcies and consumer debt problems are on the rise
- Legal aid must pursue housing advocacy in ways that achieve the largest client impact
- Legal aid remains a vital source for seniors
- We should continue our collaborative advocacy on domestic abuse & family law issues
- We should continue our strong community outreach and partnerships, public education initiatives, and using our Volunteer Lawyers Program to benefit people and families in the Tampa Bay area
How We're Responding:
Advocating for Vulnerable Consumers
We created and filled a new role, the Director of Consumer & Federal Litigation, to lead Bay Area Legal’s consumer protection and federal litigation practice. By identifying patterns of consumer harm and leading strategic litigation, this position will help create lasting protections for vulnerable consumers, expanding our impact beyond individual cases to achieve broader, systemic change.
Delivering Legal Help to Veterans
We launched our eighth Medical-Legal Partnership (MLP). Through this partnership, low-income veterans and their families receiving care at our partner VA clinics can access free, on-site legal assistance.
Our relationships with Bay Area Legal staff go beyond just a service partnership. We support each other, and that means a lot."
